The federal government says it is committed to achieving a net zero-carbon electricity system by 2035, but its draft Clean Electricity Regulations will permit excessive gas-fired electricity generation to continue after January 1, 2035. For example, the draft regulations permit Ontario Power Generation’s 900-megawatt Napanee Generating Station to continue to operate at full capacity up to December 31, 2040. In addition, the draft Regulations permit the expansion of Ontario’s existing gas plants and the building of new gas plants.
