Our response to the federal government’s revised draft Clean Electricity Regulations (CERs) points out that they could lead to greenhouse gas emissions from Ontario’s gas plants being more than triple their emissions in 2017. They would also allow new gas plants to run without any emission limits for at least 20 years and require no decrease in emissions from existing plants before 2035.

As a package, these regulations are seriously inadequate for achieving the federal government’s stated goal of creating a net zero-carbon electricity system by 2035. At a minimum, Ontario’s gas plant emissions should be capped at their 2017 level.
